公共建築物である病院が,ロービジョン患者(以下,LV患者)にとってバリアフリ自となるための要因を検討するため,LV患者に院内の移動に関してインタビューを行い,それに基づいて移動上重要な箇所の視認性を評価した。さらに現行の法令などがLVを考慮した内容であるか検討した。その結果,視認性が低いため利用しにくいと指摘された多くの場所は,認識しやすいと評価されたところに比べ,コントラストが明らかに低かった。したがって,LVにとってのバリアフリーには,聴覚や触覚情報による代替表示のほか,高いコントラストで視覚情報を提供する必要がある。また,本邦の法令にはLVに配慮した具体的な規定は少なく,規定のほとんどが強制力を伴わない努力規定だった。
We analyzed factors which would make public hospitals more barrier-free for low-vision persons. We interviewed low-vision persons about getting around in our hospital. It was also tried to identify critical areas for their movement in the hospital. As a result, several areas were detected in the hospital which were difficult for low-vision persons to use. The luminance contrast, or minor difference in luminance levels, was significantly lower in these areas than those which they felt easy to use in the hospital. In order to make public hospitals more barrier-free, it is necessary to offer high-contrast visual guiding signs in addition to informations by hearing and touch sensations. The current laws or regulations about the accessibility of low-vision persons are not specific enough and are recommendations rather than mandatory ones.
