1) A concept of the severely handicapped, physically and mentally, is based on administrative one in Japan, that is, on the child welfare low. These handicapped people have had some abnormality or damages in the brain in the early developmental stage from a medical point of view. Most of them have combined symptomes as motor dysfunction and severe mental retardation. Moreover, sixty percent of them have epileptic seizures and abnormal EEG activities (Table 1).
