We surveyed 22,117 outpatients seen during February 1997 in 19 hospitals in Kitakyushu City. There were 602 patients (2.7%) who were severely visually handicapped. The causative diseases were diabetic retinopathy, retinochoroidal atrophy, glaucoma and retinitis pigmentosa in the descending order. The visual impairment was in the legal range in 75% of the patients. Only 54% were registered as legally blind. Training for orientation and mobility was practised by 9%. Because of difficulty in daily activities, 41% of patients, particularly younger and male ones, hoped training. Many patients expressed a desire for lowvision care.
