 The objectives of this study were: 1) to clarify the process of watching by Social Welfare Council living support counselors for elderly residents of emergency temporary housing after the Niigataken Chuetsu-Oki Earthquake, and 2) to discuss factors relating to continue watching. To this end, semi-structural interviews with four living support counselors were conducted. Meta-analysis was performed using the Structure-Construction Qualitative Research Method (SCQRM) and a revised modified grounded theory approach as the analytical framework.

 It was revealed that the counselors aspired to be effective supporters of elderly earthquake victims and to help them deal with problems arising in their lives. The results also showed that the counselors came to recognize elderly victims as injured people after of watching and interacting with them. The main motivational factor behind continued watching was considered to be the realization that problems found could be dealt with systemically and in an organized manner.
