Summary

 This study aims to examine how to effectively implement international assistance activities in the health sectors of developing countries after natural and man-made disasters, by using case-studies of a Japanese Non Governmental Organization(NGO) in Cambodia.

 The study concludes that, in order to implement effective international assistance activities, NGOs need to adequately assess the situation J to share the information with others ; to implement the activities based on the health policies of the local governments with long-term visions including eventual handover ; to incorporate comprehensive inter-sectoral approaches ! to take strategic measures against corruption. Moreover, NGOs need professionalism to enhance effectiveness by having clear objectives, monitoring and evaluation of activities.

 One point that needs to be strengthened is coordination ! NGOs, Official Development Assistance agencies and other international organizations, recognizing individual missions and roles each other, need to have common strategies for solving fundamental problems and for assisting the local government fully to stand on its own feet.
