When considering building a medical system during the COVID-19 pandemic, it is necessary to have both a perspective close to the medical field and a bird's eye view. For the medical, a command and control system must be established based on the HICS (Hospital Incident Command System), which is a concept for building a medical system during emergencies such as natural disasters. It is also necessary to prepare 4S (Space, Staff, Stuff, and System) with attention to infection control to cope with the rapid increase in the number of patients due to the pandemic. At the same time, we must consider effective use of limited medical resources in the region and Japan as a whole. In order to achieve this, it is necessary to share infection trend data in the region promptly by using various information sharing systems, and to change the medical care delivery system flexibly in cooperation with the local government and the national government according to the severity of the epidemic.
