従来身体障害者等級表2級該当者（両耳聴力損失90db以上のものに）は補聴器交付の意義がないとの見解が取られてきたし，児童福祉の面においても全国統一的に取り扱われていない。
すなわち各県あるいは市により相違があり，聾学校の生徒のみ2級者（いわゆる全聾）にも補聴器交付を認めている所と認めていない所がある。
A study was conducted in the use of hearing aid by persons completely deaf (more than 90db loss) in both cars.
(1) The use of hearing aid becomes helpful to a person completely deaf, if the individual is properly trained to meet the situation.
(2) As a routine measure the children in the school for deaf should be provided with hearing aids.
(3) The training of hearing by means of an aid should be started as early as possible from infancy.
