災害ボランティア活動時の健康管理支援に関する文献検討—安全衛生における健康問題の要因とその対応等に焦点を当てて

Literature Review of Health Management Support for Disaster Volunteer Activities: With Particular Focus on Factors of and Responses to Health Problems in Safety and Health

目的：本研究は，災害ボランティア活動時における健康管理支援の現状と課題を明らかにし，当支援体制の構築のための基礎資料とすることを目的とした．

方法：文献検索は，電子データベース医学中央雑誌Web版及びメディカルオンラインを用い，期間は設定せずに行った（検索年月：2020年3月）．

結果：文献検索の結果，健康問題は身体的･精神的及び特殊問題があり，その要因は，健康管理や安全衛生体制の不足が抽出された。また，健康問題への対応では個人及び組織体制での健康管理の徹底が抽出された．安全衛生の課題では，災害ボランティアの育成の充実，災害ボランティア活動の安全衛生の確保及び活動体制の向上が抽出された．

結論：本研究では，健康問題に関する専門家の助言の確保やメンタルヘルス支援体制の確保が未解決な状況であったため，災害ボランティアへの支援体制の向上を図るためには，これらの解決すべき必須の課題があることが示唆された．

Purpose: This study sought to clarify the current health management support challenges faced by disaster volunteers and to use the gathered information as the basic data for the construction of a disaster volunteer support system.

Methods: A literature review without date limitations of the Japanese Medical Abstracts Society Ichushi website and other Medical Online electronic databases was conducted in March 2020.

Results: The literature review revealed that disaster volunteers faced physical, mental, and special health problems such as radiation damage, and that insufficient health management and health and safety systems were key problem factors. In response to these findings, individual and organizational system studies on health management, health and safety disaster volunteer activity enhancement training, and activity system improvements were extracted.

Conclusions: The results indicate that it is essential to secure expert advice on health issues and to implement a mental health support system for disaster volunteers such as nurses to improve the health management support systems.
