外国人旅行者に対する日本国内宿泊施設の災害の備えに関するニーズ

Needs for Disaster Preparedness at Japanese Accommodation Facilities for Foreign Tourists

【目的】国内宿泊施設の外国人旅行者への災害の備えに関するニーズを明らかにする．

【方法】兵庫県と東京都の宿泊施設を対象に構成的質問紙調査を実施した．備えの強化に関する自由記述の内容分析を行った．

【結果】1,508施設に質問紙を配布，298施設より回答を得た（回収率19.5％）．97施設に自由記述があり，その内容は＜外国人旅行者への実際の対応＞，＜外国人旅行者に対応できるようになるための備え＞，＜災害時の外国人旅行者への対応の備えに関連する要因＞に分類できた．

【結論】外国人旅行者に対する災害の備えを強化する上でのニーズと課題は，（1）宿泊施設における言語・非言語的かつ多言語でのコミュニケーション手段，（2）外国人特有の反応を知り，考慮して対応すること，（3）災害時の初期救急対応と健康への対応，（4）災害時マニュアルを作成し，訓練し，連携機関と話し合うことの4点であった．

Purpose

The purpose of this study is to determine what Japanese domestic accommodation facilities where foreign tourists stay need to do for disaster preparedness.

Methods

A structured questionnaire survey was conducted at accommodation facilities in Hyogo Prefecture and Tokyo Metropolis. We then analyzed the free response answers related to strengthening of disaster preparedness.

Results

The questionnaire was distributed to 1,508 facilities and 298 facilities responded (recovery rate: 19.5%). Ninety-seven facilities provided free responses and were classified as follows: how to actually deal with foreign tourists; preparation to be able to accommodate foreign tourists; and factors related to preparing for foreign tourists in the event of a disaster.

Conclusion

The study showed that the needs and challenges of strengthening disaster preparedness for foreign tourists includes the following 4 points:（1）verbal, non-verbal and multilingual communication methods related to accommodation;（2）knowing how foreigners uniquely react to disasters, taking this into account and responding accordingly;（3）initial emergency response and dealing with health issues in the event of a disaster; and（4）preparing a disaster manual, conducting training and cooperating with partner organizations.
