平成30年7月豪雨災害における「災害支援ナース避難所環境アセスメントシート©」の効果と課題

The effect and problems of the “Living environmental assessment sheet of refuge for disaster relief support nurse” during the July 2018 heavy rain disaster

【目的】福岡県看護協会では、災害支援ナースの登録者が339名まで増加し、災害支援ナースの質を維持することが課題であった。過去の災害支援経験をもとに、避難所の生活環境を俯瞰的に把握するための「災害支援ナース避難所環境アセスメントシート^©」を作成し、平成30年7月豪雨災害で活用した効果と今後の課題について報告する。

【方法】支援活動終了後に、アセスメントシートと災害支援ナースの活動記録から帰納的に分析した。

【結果】災害支援ナースが避難所の環境について、アセスメントシートの項目を「評価できなかった項目」としており、今後、アセスメントシートの項目を具体的な表現に変更する必要のあることが明らかとなった。

【結論】災害支援ナースは、今回アセスメントシートを用いたことで、派遣された避難所の状況を偏りなく、生活の視点で観察し、目標を明確にして活動方針を共有していた。また副次的効果として、被災地外にある看護協会に、活動している避難所の情報を伝えていた。

　Objective: In the Fukuoka Nursing Association, the registrants of the disaster relief support nurse increased to 339 people, and it was a problem to maintain the quality of the disaster relief support nurses. Based on past disaster support experience, we prepared a “Living environment assessment sheet of refuge for disaster relief support nurse^©” to grasp the living environment of the refuge to supervise it. I hereby report the effect and the future problems I experienced when it was used during the heavy rain disaster in July 2018.

　Methods: After the disaster relief support activity, we analyzed it inductively using an assessment sheet and the activity records of the disaster relie f support nurse.

　Results: As a result, disaster relief support nurses could not judge some items on the assessment sheet, and there were “items they were not able to evaluate.” It was revealed that it was necessary to change the items on the assessment sheet to more concrete expressions in the future.

　Conclusion: This time, with an assessment sheet, we observed the situation of an active refuge from the viewpoint of life without any problems. In addition, we set concrete objectives and were able to share an action plan. As a side effect, we were able to report information on the refuge to the Nursing Association outside the stricken area.
