Abstract

This three-year study continuously investigated the process of recovery and reconstruction after the Great Sumatra Earthquake and Indian Ocean Tsunami, which happened in December 2004.

Data were collected by questionnaire-based interviews in hospitals, public health centers, temporary housing and permanent housing in one particular area of Ache from February 2004 to February 2008.

Results showed the effectiveness of enhancing software in the early stage, the importance of correspondence by maintaining a mid-to-long-term vision from the emergency phase, and the necessity of outside support that respects the region's social resources. Moreover, also shown was how crucial it is that hardware be set up for each person accordingly so the software could be further improved.

The report also indicated that if the outside support had the mid-to-long-term viewpoint of recovery and reconstruction from the emergency stage, the proper support at the appropriate time could be provided. Furthermore, the fact that this research could be effectively carried out using the existing network showed the importance of building an international network during normal times.
