The purpose of this study was to provide nurses with an educational program that would promote disaster preparedness behavior and to clarify changes in such behavior before and after the program. The subjects were 168 nurses who participated in the program and replied to pre-and post-test questionnaires.

Among 22 types of preparedness behavior identified, the implementation of 18 had significantly increased by a month after the educational program, and 19 had increased after three months. Moreover, the changes were seen to continue for at least three months. The program also promoted some types of preparedness behavior that were not usually practiced. However, types practiced only minimally before the program(such as post-disaster living support, provision of preparedness information to patients, dissemination of preparedness knowledge among staff, activities requiring time and money, and work requiring coordination and cooperation with others)were carried out by fewer than 50 percent of the subjects after three months.

These results suggest that educational programs involving learning and practice for disaster preparedness help to promote related behavioral changes. In future work, methods to encourage less-common types of preparedness behavior need to be investigated.
