防災福祉コミュニティ形成を目指した「地区防災関係者との協働によるまちの減災ナース育成研修」実践報告

Forming a Disaster-Prevention Welfare Community: Evaluation of Nursing Training for Disaster-Risk Reduction in Collaboration with Community Stakeholders

要旨

目的：地区防災関係者との協働によるまちの減災ナース育成研修の結果と企画・実施の評価をすることにより、防災福祉コミュニティ形成に資する知見を得ることである。

方法：2022年A市で研修を実施した。受講者14名に無記名自記式アンケート調査と、協働した地区防災関係者11名にグループインタビュー調査を行った。

結果：アンケート回収率は92.7％、研修内容は90％以上の者が理解できており、受講者・地区防災関係者と関係性を築けた者は72.8％であった。受講者は防災・減災に関する課題解決に向けた取り組みと、その具体的な方法を提案することができた。研修企画・実施について地区課題との適切性、受容の認識、採用の意思が確認された。実施可能性として、まちの減災ナースとの活動が述べられた。

結論：研修は、受講者にとって研修目的に即した成果を得られた。協働した地区防災関係者から受け入れられ、受講者と地区防災関係者との連携・協働の関係づくりにつながり、防災福祉コミュニティ形成のきっかけとなった。

Abstract

Purpose: The purpose of this report was to obtain knowledge that would contribute to the formation of a disaster-prevention welfare community by evaluating the results and planning/implementation of training for disaster-mitigation nursing in collaboration with community stakeholders.

Methods: In 2022, training was conducted in City A. An anonymous, self-administered, questionnairebased survey was conducted among 14 participants, and a group-interview survey was conducted among 11 community stakeholders in disaster-risk reduction.

Results: The survey response rate was 93%; more than 90% of the participants understood the training content, and 73% were able to build relationships with other participants and community stakeholders. Participants were able to propose initiatives and specific methods to solve disaster-prevention and mitigation issues. The suitability of the strategy to local issues, its acceptance, and an intention to adopt it were confirmed. As a feasibility, activities with disaster-mitigation nurse were mentioned.

Conclusion: The results of the training program were consistent with the training objectives. The strategy was well-received by community stakeholders, which helped build cooperative and collaborative relationships between the participants and community stakeholders. This relationship-building became the catalyst for the formation of a disaster-prevention welfare community.
