Purpose

The purpose of this study is to clarify factors obstructing relief actions and support required during disasters as perceived by visually impaired persons and to obtain suggestions from them

Method

Semi-structural interviews were performed with 11 visually impaired persons, and the content was compared and analyzed continuously.

Factors obstructing relief actions include “Unable to obtain risk information,” “Lose sight of necessities for refuge,” “No confidence in moving around a disaster environment,” “Unable to see supporters and support,” “No independence allowed,” “Visually impaired persons' inconvenience and life are not understood and no support is obtained” and “Feel constrained because I cause trouble.” Required support includes “Want to stay in my home,” “Want to know the situation in exact terms,” “Expect someone's support,” “Want to move with sighted people to obtain reliable information,” “Need understanding of visually impaired persons,” “Suggestion for place to stay at a shelter” and “Consideration for a sound environment.”

Conclusion

Results suggested that support required for visually impaired persons include “Visit visually impaired persons and check whether they are safe, rescue them and support their life after the disaster,” “Provide support in exact terms to supplement their lack of visual functions and relieve their anxiety” and “Think together about refuge environment considering their independence.”
