Abstract

In an attempt to identify the roles of disaster nursing, the Task Force of Disaster Nursing Support Network in Kochi Prefecture was established in 1999 consisting of 12 Kochi Women's University faculties and 13 nursing professionals representing from health centers and hospitals in Kochi Prefecture and Kochi Nurses Association. Totally 25 members as an organization review and verify contents of disaster nursing activities in order to identify the roles of disaster nursing.

Through interviewing with the nurses participated in disaster activities and reviewing the references on disaster nursing practice, we analyzed the factors affecting disaster nursing roles, and made clear the five factors:(l)sort of disasters,(2)time phases,(3)places where nursing professionals served,(4)types of nurse licenses, and(5)positions of practice in services such as staff, assigned personnel or volunteer. Crossing each of 5 factors, we figured out the role matrix models of disaster nursing. In extracting nursing roles, we asked the nurses to describe "for what purpose and what were they doing? / What should have done?" in behavioral term, and the collected data were analyzed by means of KJ methodology. The results of our analysis were then inquired at the task force and feedbacked to the subjects to make sure how their activities were categorized, and finally 5 major, 13 medium, and 37 minor categories and 126 sub-items extracted. Furthermore, the extracted roles are examined by means of weighting the level of necessity with the expert disaster nurses to clarify the variation of the nursing roles under the circumstances of the combination of the above 5 affecting factors. Through the procedures we found that the roles of disaster nursing dynamically vary with the role sharing within nursing professionals and the time phases.

As our issue in future, we are considering it will need to develop workable guidelines of disaster nursing activities through inquiring the appropriateness of the extracted nursing roles and the role variations under several combinations of the five affected factors.
