Ⅰ．リハビリテーションならびに療育の立場からみた重症心身障害

　医学的・社会的側面からみた重症心身障害については各執筆者が詳細に述べているので省略し，ここでは，重症心身障害が，現在のリハビリテーションまたは療育の概念の中で，どのような位置にあるかを考えてみたい。

　リハビリテーションとは心身に障害のある人の身体的・精神的・社会的・職業的能力を最大限にまで回復せしめることを目的としたその全過程を指している。リハビリテーションなる語は再獲得を意味しているので，生来の心身障害に対してはハビリテーションと呼ばれることがあるが，目的・方法に関しては本質的な差はないので，ここでもリハビリテーションの語を用いることにしたい。

The term "the severely handicapped" in this article is defined as a person who is physically handicapped as well as mentally retarded, the degree of whose handicap in both sides being very profound.

This term was first used in 1958 in legal documents in Japan when the welfare for the children whose handicap is too severe to be insti-tutionalized in the already established institutions was discussed.
