A survey of the welfare system of the children with severe visual disturbances was carried out with questionaires. The group consisted of 162 pupils of two schools for the blind in Aichi-ken and ques-tionaires were asked to the guardians of them. The withdrawal rate was 88% with following conclusions.

(1) It took a long time until they got certified for legal blindness, although the visual disturbances of those children had been detected and refferred to ophthalmologists in their early stages.
