Mr.Chairman, Professor Ueki:
I must apologize for having come all the way to Niigata to address you in Englishrather than Japanese.I only wish I could tell you what I have to say in your ownlanguage, but the fluency in Japanese of the previous speakers discourages me fromtrying.
It affords me a special pleasure to come to Niigata because on each of my threevisits here —the first in 1961 at the invitation of Prof.Ueki— I have observed themiraculous growth of the city itself and the development of the Brain Research Institute.In the 12 years since my first visit Niigata has changed; it is both larger and morebeautiful.
