市営車椅子専用住宅の調査と考察

Revision of "research and consideration of municipal housing for the handicapped"

要旨：ケアマネジメントはケアやサービスをパッチワーク的に組み立てる範囲にとどまる傾向があるといわれる．我々は市営車椅子住宅入居者への聞き取り調査の結果，ケアの困難事例の根底に住宅構造の不備が大きく存在することがわかった．2年にわたり行政と話し合い市が独自のアンケート調査を実施し，その結果を今後の住宅設計に役立てるとの回答を得た．我々の調査がきっかけとなり，行政に新しい視点を提供できた．作業療法士は生活障害，住宅改造等の専門知識を活用することによりケアマネジメントプロセスの役割を確保できるものと思われる．

　Recently, there have been indications that care management tends, at times, to be administered in a patchy fashion. We conducted research into the existing state of municipal housing for the handicapped in Morioka City. As a result, we found that some bathrooms there were seriously unsuitable. These unsuitable facilities made it necessary for the handicapped people to increase their level of care-giving aid—namely, the need for more care givers than usual, and longer working hours than usual, thus raising overall costs substantially. For the past two years, we have been negotiating with the Morioka City administration with the hope of remodeling the bathrooms in question. City officials replied by suggesting that we start by developing a questionnaire that will address the bathroom issue. Our changing society and community can be improve by implementing proper occupational therapy in a consistent fashion.
