 In order to assess and evaluate public health nursing activities for community groups, it is indicated that three axes of the activities are useful : “forming groups”, “gaining group autonomy or independence”, and “building community empowerment”.

 As to forming groups, information and knowledge come mostly from the academic areas of socio-psychology and social welfare. There have been some scales developed, such as Group Development Scale and Group Environment Scale for this purpose. However, these scales are not so much convenient for public health nursing practical use, because of the complicated procedure including purchasing the scales from the publisher or handling too many questionnaire items. It is necessary to develop new scales to evaluate the community group environment, particularly those that will depict Japanese public health nursing practices.

 On the other hand, there has been almost no research developed in regard of gaining group autonomy or independence, and also there have been few reports made in regard of building community empowerment even from other research fields. Several researches have been performed from the viewpoint of public health nursing, but they are only based on qualitative aspects. It is, therefore, urgent to establish effective evaluation system for public health nursing activities for community groups including widely-ranged and practical scales.
