We surveyed the current status regarding registration as visually handicapped among 12,015 outpatients attending 29 hospitals in Niigata Prefecture. The series comprised 407 patients (3.4%) who qualified as visually handicapped. Only 122 patients (30%) had been registered, including 61 males (44%) and 61 females (23%), and 34 patients (49%) under 60 years of age and 88 (26%) aged 60 years or over. Among patients with advanced stages of legal blindness, or grade 1 to 3, 66% had been registered. Among those with milder stages, or grade 4 to 6, 11% had been registered. Most of patients with retinitis pigmentosa had been registered as legaly blind. Less than 40% of patients with diabetic retinopathy or glaucoma failed to be registered.
