1999年は「国際高齢者年」であった。ここでは，老人から高齢者へ，高齢者も保護されるだけでなく，権利の主体として社会のあらゆる場において参加し行動する高齢者観，高齢者像が展開されている。
このことは，「国際高齢者年」の英文表記に如実に示されている。1993年の国連総会決議で，1999年の国際高齢者年を，「International Year of Older Persons」から「International Year of the Elderly」へ改称することが決められた。しかし，この変更は国連で再度議題とされ，1995年に元に戻したという経緯がある。
This research aims at finding out the direction of supporting the elderlies who are the victims of various types of abuse prior to the implementation of the Care Security Act.
It is important to grasp the conditions of the abusers and the abused as well as their background and particular points where the abuses are taken place.
The author studied it through the researchers who become care managers and the expression of cares, consciousness and concept.
