Development and Problems of a Comprehensive Rehabilitation Promotion Plan in a Community Based Inclusive Care System

はじめに

　京都府は，南北に長く丹後半島で日本海に面し，南部は奈良等と接している．人口は，約265万人でうち京都市が約145万を有し，府の高齢化率は23.1％で全国平均並である．そして，府内の大学にはリハビリテーション（以下，リハ）医学教室がなく，リハ専門職の養成施設も少ないため，2000年の介護保険の実施と共に導入された回復期リハ病棟の開設や地域リハ支援体制整備推進事業も遅れた地域となっていた^1）．

Abstract : We first opened the Kyoto prefectural support center of rehabilitation in 2005. Then we specified a regional rehabilitation support center in six medical districts, whereby a community rehabilitation promotion system was established in Kyoto. In 2010, the plan of comprehensive rehabilitation promotion was created; a rehabilitation supply system was developed, which included the development of human resources, expanding facilities, and strengthening the cooperation system. A three-year plan was established; it includes lending scholastic funds for PT etc, improving home visit rehabilitation and the convalescent rehabilitation ward, creating a community-based cooperation path using ICT, and enhancing the rehabilitation support center. At the same time, we formulated a plan for community inclusive care promotion in Kyoto, which included rehabilitation as one of its projects.
