 Job satisfaction among Japanese nurses has been positively related to a nursing administration system which focuses on the work environment, interpersonal relationships and professionalism. The nurses expected that nursing administration systems be established to support their career development. The purpose of this study was to identify elements which compose a nursing administration system that attracts and retains nurses and to discuss the relationship between the nursing administration system and empowerment. The subjects were 15 nursing directors from hospitals which were selected because of their positive environment for the practice of nursing. The data was collected through interviews with the subjects and analyzed using the qualitative method. As a result, seventeen elements indicating a supportive administrative system were identified and, of those seventeen, four were selected as the most important, i.e., marketing, reputation, hospital policy, and nursing philosophy. These four elements, in particular, were important for private hospitals.
