Objective: This study aimed to clarify the competencies of public health nurses in community development at Community Comprehensive Support Centers in Japan.

Methods: Focus group interviews were conducted with public health nurses, social workers, and senior certified care managers of the three professions at Community Comprehensive Support Centers, as well as public health nurses from supervisory departments within municipalities. A qualitative descriptive analysis was performed as described by Sandelowski(2000).

Results: The competencies of public health nurses in community development included: the ability to address community problems through community activities in target areas of daily life; The ability to manage inside and outside Community Comprehensive Support Centers to solve community issues by understanding and collaborating with stakeholders; and the ability to establish an identity as a public health nurse in a Community Comprehensive Support Center within a work environment where daily tasks involve collaboration among the three professions.

Conclusion: In work environments lacking within the same profession, there is an urgent need to develop human resources and programs to enhance the professional competencies of public health nurses in community development.
