Introduction
In 1974, Japan commemorated the one hundredth anniversary of the enactment of its unique Medical Code (ISEI), which heralded the starting point of modern medical and public health administration.
In this paper, however, the period of the subject will be limited to the three decades after World War II, where remakable developments in public health have been achieved within a new social environment.
